Yes they definitely can be if not treated right away. If he’s not already in the ER he needs to be rushed there NOW! If he is already in the hospital, then they can give him antivenom and should be ok. Good luck.
The water moccasin’s are of the venomous snake family and yes there has been confirmed cases of death because of their bites. Your friend needs to go to the doctors immediately to be seen~
go to hospital right away. they told us my mom had 6 hours to receive the anti venom after that time permant damage was likely to occur , she still has trouble years later. get help immediately

Things you should do if someone gets bitten for all kinds of poisonous snakes!
Keep the victim calm, move them away from the snake and do not try to kill the snake.
Minimize the victims activity level; this will slow down the spread of the venom through the bloodstream.
Immediately remove any jewelry, such as rings, bracelets or watches, due to possible swelling.
Seek medical attention as soon as possible by dialing 9-1-1, or transporting the victim to the nearest medical facility. Getting immediate medical help for the victim is crucial.
If possible apply snake bite first aid if you can not get the person immediate medical attention. Keep the bite wound below the level of the heart.
Clean the bite with soap and water and apply a clean, dry dressing.
It’s important to know which type of snake has bitten the victim. So pay close attention to the color and shape of the snake so that you can inform the medical personal.
Things You Should Not Do
Do not try to pick up the snake or trap it. This could put you at risk for a bite.
Do not slash the bite wound with a knife.
Do not apply a tight bandage or tourniquet.
Do not suck out the venom (this can be dangerous to you and the bacteria in your mouth can infect the wound.
Do not immerse the wound in water or apply ice.
Do not drink alcohol as a pain reliever.
Do not use a snake bite kit they do more harm then good.

I sure hope you are not waiting to see which answer is going to be the one you choose before getting medical attention. Water Moccasin’s are one the four venomous snakes found in the U.S. The Rattlesnake, Coral snake and Copperhead are the others. Don’t try something you saw on TV, like cutting a slit and suckout out the venom. That is pure foolishness and you can also create a nasty infection in their blood with your mouth. DON’T DO IT!. The venow can be injected at least an 1"-1 1/2" into the muscle tissue anyway. I sure hope you are now reading these answers after you have returned safely from the ER.
